Brian Whitmore, CEPA: We Need to Look at the Whole Eco-System of Russia’s Malign Influence Toolkit

“We are effectively playing whack-a-mole against Russian disinformation narratives and playing the Kremlin’s game,” Brian Whitmore, Senior Fellow and Russia Program Director of the Center for European Policy Analysis (CEPA) argued at a roundtable seminar “Russia’s Hybrid Warfare: How Resilient Are We?” organised by the Estonian Foreign Policy Institute (EFPI) of the ICDS on 11 March 2019.

According to Whitmore, the aperture needs to be broadened to the whole eco-system Russia’s malign influence toolkit. “Disinformation is one part of a broader Russian toolkit called malign influence and this involves things like weaponised corruption, weaponised organised crime, weaponised finance camouflage of Russian investments,” Whitmore said.

The discussion was moderated by Kristi Raik, Director of the EFPI and complemented by James Sherr, Senior Research Fellow of the EFPI.
